The City of Anacortes Public Works Department contracted with IMCO Construction of Ferndale to construct a clearwell and raw water line at the Water Treatment Plant alongside the Skagit River in Mount Vernon. Both projects were designed by HDR Engineering.
Clearwell
The final step in treatment before pumping the finished water to distribution is chlorine contacting in a tank (commonly referred to as a clearwell).

The new 2-million-gallon clearwell is located east of the plant’s main facilities. It operates in parallel with the 2.1-million-gallon clearwell built in 2013 at the plant. The second clearwell provides redundancy and greater reliability of treatment operations.
As part of the project, both the new and existing clearwells have internal baffling installed to provide for adequate chlorine contacting efficiency and performance.
The raw water line runs parallel to a 42-inch pipe installed in 2007. Both lines come from the plant’s intake station on the west side of Skagit River to the plant on the east side.
