The fee for annual dog licenses go to Animal Control to assist with cruelty/neglect cases, the care of stray animals not claimed by an owner and other needs. The Parks and Recreation Department gets a portion of the money as they supply all of the dog waste clean-up bags at public parks and trails. There are administrative fees which includes the services of PetData (who provide 24/7 access to current owner information to 911 dispatch, Animal Control and Patrol Officers) and the cost of the licenses themselves.
